This is not the sort of system I would contemplate building from scratch. Instead I recommend that you investigate an established Machine Learning framework like Apple's Core ML:

What quantity of data would you be processing? What rate of processing would you require (e.g. bytes / second)? Is the data being supplied in realtime or from a storage system? I've just tried it with 3 x 1.5v batteries connected to +5V (CN4-4) and had the same problem. My multimeter read 4.85 volts which should be OK.

I also tried with a 9V battery connected to VIN (CN4-1) and that worked as expected. When it does work the ST_Link LED also flashes red.
