Oberon Syntax Diagrams

I am using a Windows 10 laptop and I downloaded the Oberon Syntax Diagrams at
https://www.astrobe.com/Oberon.Syntax.zip . I unzipped the file and open the .chm help file. The list of keywords is on the left side of the screen but there is no content displayed when I click on display for the keywords. Am I missing something?

That is a Windows security issue.
Right-mouse button click on the CHM file, select Properties and you will see the following message on the General tab:
"This file came from another computer and might be blocked to help protect this computer"
Click on the Unblock button to make the contents of the Help file visible.
